The publication is very interesting and well written.
Just one comment: it is worthy, perhaps, to include, in paragraph 47 (lines 799-803), the precautionary principle explicitly: "… where there are threats of serious or irreversible damage, lack of full scientific certainty shall be not used as a reason for postponing cost-effective measures to prevent environmental degradation” (UNCED, 1992)
